Bilqees Akhtar is basically a Nursing Instructor but now a days, she's working as principal in a nursing college in District Bahawalnagar. She belongs to an educated family where her father (Late Nazir Ahmad Bhutta) was a school teacher. He served many year of his life to educate the children of poor people. He was born in 13th June, 1942 and died in 3rd February, 2019 at the age of 77 year.

Poetess Balqees Akhtar writes all about her father after his natural death. Her poetry is well-received, and after the untimely death of her father, she is now considered one of the best and "most prominent" modern poets Punjabi language has ever produced. She is the first Punjabi poetess from district Bahawalnagar. Her style of verse is very heart touching.
The owner of MRF_Publisher Company Mr. Muhammad Faisal Bashir states, "Bilqees Akhtar ... seems to have captured the best of Punjabi verse ... Owing to her style and range of expressions one will be intrigued by some soul-stirring poetry."
